on the fiscal cliff. the nation is scheduled to go off the cliff at midnight, eastern time. the senate bill is being worked on right now. and lawmakers may try to vote on it sometime tonight. the house, meanwhile, is scheduled to remain adjourned until noon tomorrow. house minority leader nancy pelosi released a statement just minutes ago saying in part "when a final agreement is reached and passed by the senate i will present it to the house democratic caucus." vice president joe biden who worked for the past hours with senate minority leader mitch mcconnell, worked to reach the deal. for more, i am joined by the vice president's former chief economist and adviser, jared burnstein. >> well, it is nice to be with you, with what sounds like some progress on the hill. >> are there any surprises for you in all of this, and how it is going down? >> well, i was a bit surprised by some of the tax agreements, the threshold, the 450,000, was obviously a lot higher than the president started. that is the idea that the income tax rates will only go up on households above 450 as opposed to 250. also, the democrats largely gave th

gone over the fiscal cliff at this point. however, this will be retroactive to, what, an hour and 53 minutes ago on the east coast. so it would be no effect, with one big caveat, of course. next comes the house of representatives and nobody knows how that is going to work out. republican leaders, after this deal was struck this evening, it became apparent that both republicans and democrats were on board in big numbers. put out a statement saying they pledge to look at what the senate did. they reserve the right to amend it, however, or put it directly on the floor. they're not going to do it tonight. this is going to take place tomorrow at the very earliest and no one knows exactly how republicans are going to react in the house of representatives. it is going to be a very interesting day. and at this point we can't say it's a guarantee in any way, shape, or form that the house is going to approve what's being done here. many republicans obviously upset that taxes are going to be very in any shape or form and many democrats are upset that the president came off his original numbe

. >> there's something fascinating to all of this. ben bernanke gave this situation the name fiscal cliff which sounds very dramatic and very scary. but what it is is an act of congress that they actually voted for. 174 republicans voted for this law that would then take effect on january 1st with all these spending cuts in it, and democrats -- 95 democrats in the house voted for it, 74 votes for it in the united states senate, and now congress is afraid of actually going through something that it voted for to occur on january 1st because it all feels too dramatic to them. and so there's something very peculiar. the crisis that congress is facing is can they undo something that they voted for, and can they undo it by new year's eve? >> it's irony and paradox upon irony. remember the reason the fiscal cliff is supposed to be so dangerous and the reason why so many people in washington are worried about the fiscal cliff is it's too much deficit reduction too fast. so all of this takes place against a debate about how to reduce the budget deficit. that's why you get into this theater of the
